MICHAEL A. STAY is President and Chief Executive Officer of Core Impact, Inc., a business building firm established in 1995 and based in the Northern Virginia/Washington DC area.

Mr. Stay has extensive business optimization,strategic planning, marketing and joint venture/strategic alliance experience. He has excellent program/project management experience and has managed multiple projects throughout the U.S. and Canada valued from $100,000 to over $5 billion. In the design/build area, Michael has led planning, design, permitting, construction and overall development of a 20,000 sq. ft. office building, two public schools, a fire station, and over a twenty single family and multi-family housing projects.
He is a recognized expert in managing privatization projects that transfer ownership and/or management of government assets to the private sector. He has special expertise in managing complex programs that involve public-private partnerships (PPV) and multiple regulatory agencies and diverse stakeholders.
Mr. Stay served as a vital member of a leading private real estate development team that was awarded 50-year contracts to privatize family housing for the Department’s of Army, Navy and Air Force at 20 different U.S. military installations located in 14 states. Mr. Stay provided key strategic leadership to this team for 5 years. These contracts include the ownership, design, development, re-development, construction, management, operations and maintenance of over 22,000 on-base homes.
He was also the program director responsible for leading the energy industry portion of the successful privatization effort of the Naval Petroleum Reserve No. 1 in Elk Hills, California. At that time, this $3.6 billion sale of one of the largest oil and gas fields in the United States was the single, largest privatization project of a federal asset ever conducted in the world.
He was formerly the Director of Project Management for North America with the Chevron Corporation. While with Chevron, where he served for 19 years, Mr. Stay served in various capacities of increasing responsibility and scope including:

As corporate spokesperson on complex and extensive public affairs issues, Michael has prepared and delivered testimony before several congressional committees and has been extensively quoted in such major media as CNN, The Wall Street Journal, the Washington Post, the New York Post, and ABC’s World News.
In addition, he has worked with several federal government departments and agencies including: DoE, DoD (Army, Navy, Air Force, and Marines), HHS, GSA, GAO, CDC, and numerous Congressional members, staff and committees.
