Michael A. Stay is President and Chief Executive Officer of Core Impact, Inc., a business consulting firm established in 1995 and based in the Northern Virginia/Washington DC area.  This firm provides strategists for market pre-eminence to organizations and leaders to help them achieve superior business results.  The mission of Core Impact is to transform businesses, leaders and communities by providing expertise in the following:

  • Michael has extensive business optimization, strategic planning, marketing and joint venture/strategic alliance experience.  He has excellent program/project management experience utilizing diverse skills in the areas of land use planning, site development, community development, and operational start-ups.  He has managed multiple projects throughout the U.S. and Canada valued from $100 thousand to over $5 billion.

He is a recognized expert in managing privatization projects that transfer ownership and/or management of government assets to the private sector.  He has special expertise in managing complex programs that involve public-private partnerships (PPV) and multiple regulatory agencies and diverse stakeholders. 

Michael served as a vital member of a leading private real estate development team that was  awarded 50-year contracts to privatize family housing for the Department’s of Army, Navy and Air Force at 18 different U.S. military installations located in 14 states.  Mr. Stay provided key strategic leadership and support to this team for over 5 years.  These contracts include the ownership, design, development, re-development, construction, management, operations and maintenance of over 21,000 homes for military service members and their families. 

He was also the program director responsible for leading the energy industry portion of the largest government privatization project ever conducted in the world, at the time, a $3.6 billion privatization/asset sale of a U.S. government owned oil and gas field in California. 

In addition, Michael provided executive leadership and management services, for over 6 years, to a public-private venture involving one of the nation’s foremost education reform initiatives.  This PPV innovatively reformed education by uniquely connecting business with education.

He was formerly the Director of Project Management for North America with the Chevron Corporation.  While with Chevron, where he served for 19 years, Mr. Stay served in various capacities of increasing responsibility and scope including:

  • Design/Construction of offshore platforms, and onshore processing facilities
  • Manager of Infrastructure Development (Buildings, Schools, Fire-stations)
  • Contracts and Permitting Specialist; and Manager of Environmental, Safety and Health
  • Business Strategist and Capital Hill Technical Lobbyist
  • Public Affairs – Corporate Spokesperson
  • Industry Director of Privatization
  • Director of Program Management for North America
  • As corporate spokesperson on complex and extensive public affairs issues, Michael has prepared and delivered testimony before several congressional committees and has been extensively quoted in such major media as CNN, The Wall Street Journal, the Washington Post, the New York Post, and ABC’s World News.  

He has worked with several government departments and agencies including the Dept. of Energy, Dept. of Defense (Army, Navy, Air Force, and Marines), HHS, GSA, GAO, CDC, and numerous Congressional members, staff and committees.

  • Bachelors of Science Degree, Civil Engineering - Colorado State University
  • Masters Degree in Theology - Life Christian University, Tampa, FL
  • Certified in Conflict Resolution – Mediation and Arbitration, Peacemakers Ministries
  • Certified Project Management Professional - Project Management Institute
